What is more important is to consider whether pursuing a particular link will be beneficial in the long run or not. Doing this evaluation before hand can help a lot in saving both time and efforts. Only if you are really sure that a link from a particular site will help in improving search engine ranking, should you pursue it. The very first thing to be considered is the degree of difficulty you might have in getting a link. You must evaluate the worth of your web site before linking to just any web site. It should be ensured that the page has minimum viable ranking. One way of finding out whether Google is indexing a particular page is to check the URL without the protocol( http://). Also, make sure that the page you are thinking to get linked to does not have many off topic links and duplicate content.
Determine whether the page will be able to pass any significant value to your site. That is, a web site having a high page rank does not necessarily mean that it will help your site in getting indexed by Google. Topic relevancy is of much importance. If a web site is thematically similar to yours, it will definitely help in passing some value to your site.
Other important factors to evaluate before pursuing a link are- page rank, number of links, quality of traffic etc. Keeping all these things in mind can make the link building process easier for you.
